Nunavut, Canada is mostly very high elevation with bays, docks, water surrounding the high Canadian Arctic Islands is pretty much frozen with snow covering the thick frozen water. Siberia, is from what I can tell is mostly inland, a bit more flat, it is covered in a Taiga biome, and is less protected from the Arctic winds coming from the North Pole.
