According to the source link I posted below, all highways in Ontario are designated with 400 numbers.
The 401 is a freeway because it has no tolls.
The 407 is Ontario's only toll highway.

Toronto Toll Road

No the 401 is the main highway that runs right across southern Ontario, from Windsor, to the Quebec boundary.
The ONLY toll road in Ontario is the 407, that is a by pass for getting around Toronto. It runs parallel to the 401, about 6 miles to the north of it.

There is only one toll road in Canada that I know of, the 407 that goes around Toronto. From Detroit, you would get on the 401 at Windsor, and basically stay on it, depending on what part of Toronto you were going to. So, you wouldn't have to pay any tolls at all. If you did take the 407, they photograph your plate, and mail you a bill.

Nope. Only the overpriced 407. The Lexus Freeway.
The 401 is the free parking lot.
