I'll be in the Proctor Park area of Thornhill for a short time. Are there any decent public transport links with downtown Toronto? Any help appreciated.

Yes! Take the number 2 bus (on Henderson or Doncaster) south/west all the way to FINCH STATION. That is a subway station which is the most direct connection with downtown.
I don't know how York Region Transit/VIVA works w.r.t. transfers. You might need to pay a second fare at Finch Station, or a transfer might let you on.
Take it southbound, and take a transfer at Finch station if you need to take a bus or streetcar once you get downtown.

Basically, you need to get to the Subway to get downtown, so find out about the bus system in Thornhill and often there should be a bus like Finch that will take you to the Finch Station, from where you can get the Subway to get downtown.
The other thing, that might be better, is to take a taxi. But that will depend on the time you are travelling and the amount of money you are willing to spend too, so your best tip is to get the bus there, and you can call the Toronto Public Transit to find out, at 416-393-INFO and they should be able to tell you how to get out from Thornhill to Toronto, as well.
