Ya Canada is kinda a big place, I'm glad you specified Toronto! (often folks don't) Ontario is miserable. Like Minnesota... but april should be fine and sunny if you're lucky..
But where are you coming from? Then we could compare for you...

It is great in British Columbia - go to Butchart Gardens in Victoria and enjoy the Spring.
